【中国绿卡】2021年外国人申请中国永久居民身份材料清单

 

2021年，外国人申请中国永久居民身份（中国绿卡）的基本要求如下：包括申请人、配偶、未满18周岁的未婚子女。申请人包括在中国投资办企业满3年的外国人、在中国企业担任高管或高级岗位满四年的申请人、在中国有重大贡献的申请人、申请人的配偶及孩子。

 

申请在中国永久居留的外国人除需提交有效外国护照、健康证明书、国外无犯罪记录证明等基本材料外，还需提交以下材料（application material）。

（一）投资人员

1、企业法人营业执照副本复印件；

2、外商投资企业批准证书复印件；

3、企业年度报告公示证明；

4、外商投资项目确认书；

5、验资报告复印件；

6、鼓励类外商投资企业还需提供国家鼓励发展的外商投资项目确认书或省级主管部门出具的该企业为国家鼓励发展的外商投资企业的证明复印件、个人完税证明复印件。

（二）任职人员

1、任职证明复印件；

2、外国人来华工作许可复印件；

3、单位登记证明复印件；

4、企业年度报告公示证明；

5、外商投资企业批准证书复印件；

6、项目证明文件或确认书复印件；

7、个人完税证明复印件。

（三）特殊人员

1、推荐函复印件；

2、相关奖励、成果证明复印件。

（四）投资、任职、特殊人员的配偶及其未满18周岁未婚子女

1、婚姻证明、出生证明或亲子关系证明复印件；

2、投资、任职、特殊人员的外国人永久居留身份证复印件。

（五）夫妻团聚人员

1、婚姻证明复印件；

2、配偶的身份证明复印件；

3、房屋租赁或者产权证明复印件；

4、生活保障证明复印件。

（六）亲子团聚人员

1、出生证明或亲子关系证明复印件；

2、中国籍父母一方的身份证明材料复印件，或外国籍父母一方的有效护照及外国人永久居留身份证复印件；

3、如父母双方已离异，应出具被投靠人对申请人具有监护责任关系的证明复印件；

（七）亲属投靠人员

1、申请人在国外无直系亲属证明复印件；

2、国内亲属关系证明复印件；

3、被投靠中国公民常住户籍证明及居民身份证复印件；或者被投靠外国人的有效护照及外国人永久居留身份证复印件；

4、房屋租赁或者产权证明复印件；

5、生活保障证明复印件。

 

 

Foreigners applying for permanent residence in China need to submit the following materials in addition to the basic materials such as a valid foreign passport, health certificate, and foreign criminal record proof.

(1) Investors

1. Copy of the copy of the business license of the legal person;

2. A copy of the approval certificate of the foreign-invested enterprise;

3. Certificate of public announcement of the company's annual report;

4. Confirmation of foreign investment project;

5. Copy of capital verification report;

6. Encouraged foreign-invested enterprises also need to provide a copy of the state's encouraged foreign investment project confirmation or a copy of the certificate issued by the provincial competent department for the foreign-invested enterprise encouraged by the state, and a copy of the personal tax payment certificate.

(2) Staff members

1. A copy of the employment certificate;

2. Copy of work permit for foreigners to come to China;

3. Copy of the registration certificate of the unit;

4. Publicity certificate of the company's annual report;

5. Copy of the approval certificate of the foreign-invested enterprise;

6. Copy of project certification or confirmation;

7. Copy of personal tax payment certificate.

(3) Special personnel

1. Copy of recommendation letter;

2. Copies of relevant rewards and achievement certificates.

(4) Spouse and unmarried children under the age of 18 for investment, appointment and special personnel

1. Copy of marriage certificate, birth certificate or parent-child relationship certificate;

2. A copy of the permanent residence ID card of the foreigner with investment, appointment, and special personnel.

(5) Couples reunited

1. Copy of marriage certificate;

2. A copy of the spouse's identity certificate;

3. Photocopy of house lease or property certificate;

4. Photocopy of the living security certificate.

(6) Family reunion staff

1. Copy of birth certificate or parent-child relationship certificate;

2. A copy of the identification documents of one parent of Chinese nationality, or a copy of the valid passport of one parent of foreign nationality and a permanent residence ID of the foreigner;

3. If both parents have divorced, they should issue a copy of the certificate that the deceased has guardianship responsibility with the applicant;

(7) Relatives who joined the family

1. Copy of the applicant's certificate of no immediate family members abroad;

2. A copy of the domestic kinship certificate;

3. A copy of the permanent residence registration certificate and resident ID card of the Chinese citizens who have been enrolled; or a copy of the valid passport of the foreigner and the permanent residence ID of the foreigner;

4. Photocopy of house lease or property right certificate;

5. A copy of the proof of living security.
