Foreign-born applicants who have resided in the Philippines for six months or more may be issued NBI clearances upon application either in person or by mail. Applicants residing outside the Philippines should send requests for certificates together with money orders or bank drafts for the fees and postage to IRD-Mailed Clearance Section, National Bureau of Investigation, Taft Avenue, and Metro Manila, Philippines.
Most applicants abroad find it more expeditious(adj. 迅速的;敏捷的 )to have a relative or friend in the Philippines assist them in obtaining their certificates from the NBI. In that instance, a letter of authorization is required.

NBI Clearance (Important Note: The applicant, who can be a foreign national who has lived in the PH, may secure, fill-out, and have his/her fingerprint card authenticated by the Embassy, but the actual NBI Clearance Certificate must be secured by the applicant’s authorized representative in the Electronic Data Processing Division [EDPD] in NBI Taft Avenue, Manila.)
5. Have the Fingerprint Card form authenticated by the Embassy/Consulate so that the document can be considered legal for use in the Philippines (Fee: RMB190.00). Once authenticated by the Embassy, the application is considered "accomplished".
6. SENDING INSTRUCTIONS: The accomplished form may be sent to the NBI through a representative in the Philippines. Send the accomplished form to your representative, along with a signed letter authorizing him/her to transact business on your behalf. This authorization letter must be consularized/legalized by the Philippine Embassy (Notarized Special Power of Attorney, Fee: RMB190.00). Your relative may visit the office of the Electronic Data Processing Division (EDPD) in NBI Taft Avenue, Manila for further assistance.

FINGERPRINT IMPRESSION-TAKING
Applicants for the NBI Clearance Certificate living abroad can have their fingerprint impressions taken at their local police station or at the Philippine consular office and thereafter have their fingerprints/clearance application form sent to the Philippines following the procedures outlined below.
The Embassy of the Republic of the Philippines is not the agency that processes NBI Clearance Certificates, but merely assists in the fingerprint impression-taking of the applicants. The NBI Clearance applicant will have to send the documents and payment to the Philippines by postal mail, or request an authorized representative to hand-deliver/submit the documents to the appropriate NBI office in the Philippines.
STEPS FOR APPLICANTS / FOREIGN NATIONALS WHO NEED AN NBI CLEARANCE CERTIFICATE ABROAD
Step 1 Secure a fingerprinting form (NBI Form No. 5) from the Philippine Embassy/Consulate in the country where applicant resides. This Form No. 5 is free and not for sale. (A relative or friend in the Philippines can also secure NBI Form No.5 from the Mailed Clearance Section, 3rd Floor, NBHI Clearance Building, UN Avenue, Manila.)
Step 2 Fill out the card and go to the Embassy/Consulate or nearest police station for fingerprinting (rolled impressions). The person who took the fingerprint impression must sign or initial the card and affix the stamp/seal of his office in the appropriate section of Form No.5.
Step 3 Attach a 2x2 picture in white background, taken within the last three (3) months prior to application, and submit a photocopy of your passport data page.
Step 4 After fingerprints have been taken, the NBI Form No.5 needs to be submitted to the NBI. This can either be through an authorized representative or by direct mail to the NBI office. Payment amount and accepted modes of payment on settling the NBI clearance fee should be obtained from NBI directly.

I am also abroad and was instructed by the Phil. Embassy here to pay by money order or bank draft, so do you think we can pay thru gcash or online banks on the NBI website? I asked the staff of the Phil Embassy here, they cant answer on that, they advise me to call NBI Phils, but I cant contact them.

Hello Mina! The preferred mode of payment is money order to bank draft, perhaps to make it easier for them to track the payment.
