缅甸无犯罪CIC不要求做，CIS说只能境内办理，美国说最好是通过境内的亲友代办，既然如此，则可以代理
If you live outside of Burma (Myanmar):
Certificates cannot be obtained by non-residents. If you no longer live in Burma (Myanmar), you are not required to provide a police certificate from Burma (Myanmar). If you are asked for a police certificate from Burma (Myanmar), write: “I cannot provide a police certificate for the time I spent in Burma (Myanmar) because certificates are only available to people who currently live in Burma (Myanmar).”
Procedure for Obtaining:  Police certificates must be obtained from the Burmese township police station of your primary residence. Only one Burmese police certificate is required.  For persons residing overseas, the most practical way to obtain the certificate is through close relatives or friends still in Burma. Send a copy of the police certificate to the National Visa Center.
