Hello,
The only way is to hire a representative in Greece make him an authorization from Greek Embassy or Consulate to come to the ministry or KEP to make application and take criminal record. Ministry is open tuesday and thursday 9-1. If they go to KEP they should stay that they want the original one for canada. Also if they come to the ministry the should say the same. The criminal record will be ready one week later.

有一个不能回希腊在海外办不了提供证据给CIC然后直接通过的案例

it is a very very tricky situation indeed, as probably CIC will ask for a certificate for Greece. I don't have any experience with this specific type of experience, but in my case (I'm the applicant) I could not provide one specific certificate (could not go back to the country, POlice check could not be issued form outside etc). So what I did: I tried "every way possible", and documented everything I did (printed emails from different contacts saying that they tried on my behalf etc), all the steps I took to get the certificates ( it went on for more than 7 months), and I failed to get it : I then sent a letter to my VO, to add to my application, explaining what I had done, and asking them for lenience about that case... and it seemed to have worked, because I got "decision made" a few weeks ago ( sitll waiting for the actual document to arrive in Canada, but well - it should get here soon!).
So if nobody else comes with another solution, I would try something similar in your case. get official proofs that as from outside of EU she can not get a residence permit. If possible, get proofs that she has been travelling back and forth. If she was working, or related in any sort of way to anybody official, get them to write a letter that to the best of their knowledge, this person has not committed any crime ( I got a similar letter from my employer at that time and it probably help).
If possible, explain your case as best as you can, also explaining that your wife has legally being admitted into Greece everytime, which would not have been possible if she had committed any crime in Greece. Etc!
Prepare well, give all the proofs of the situation, make sure that she has the Police Check from Macedonia, and write a "nice letter" to the VO to explain - then hope for the best! it might delay a little your application, but you can hope that they will not ask for the visa and they will understand how it works...
