If you live outside of Bangladesh:
You may authorize a third party to apply on your behalf, who can contact the relevant police station where you last resided. You can also contact the nearest Bangladesh Embassy, Consulate or High Commission.
Procedure for Obtaining: Information can be found at this web-site: police.gov.bd
Foreign citizens living in Bangladesh can obtain a police clearance certificate from Bangladesh by following the application procedures at the above link. Foreign citizens who previously resided in Bangladesh and Bangladeshi citizens living outside Bangladesh can request a police clearance certificate through the nearest Bangladesh High Commission, Embassy, or Consulate or by authorizing a third party to obtain a police clearance certificate locally on their behalf.

Create an online account under the PCC server for the police clearance application: http://pcc.police.gov.bd:8080/ords/f?p=500:1:::NO:::
Contact any relative/friend in Bangladesh whose phone number you can use for the PCC account. Ensure that the person is responsible enough to verify the phone number within 5 minutes of making the account!
Proceed to the payment step. You will have the option to pay the application fee (500 BDT) manually by someone through Sonali Bank, or you can pay online through e-chalan. To pay online, first you need to create an account under http://www.echallan.gov.bd/signup
