I would think so. Same thing happened to my friend 5-6 years ago - they provided court certificate, and had to resend the one from the police. And soon after Vienna got it, her husband received visa.
That certificate must be from the Police Station, not court, as they say. My husband waited for it approx. 3 weeks as police does background check. But again, he was born in another part of former Yugoslavia, and he lives in another now, so they had to check his background in both countries, and that's why it took longer. If your spouse was born and still lives in the same country it shouldn't take that long.
But that's good news !! It sounds like they are almost done and just need that last bit of the information

As of June 3, 2019, the service of issuing Certificates of (non) punishment on the eGovernment Portal is available: You can submit a request electronically via the eGovernment Portal, and the Certificate itself can be downloaded from the police administration at the place of residence. Also, if the purpose of the Certificate requires the payment of an administrative fee, it is possible to do it electronically through the eGovernment Portal.
When you finally get a certificate of impunity and you need it abroad, the next step is a court interpreter. The translation of this document into English by your court interpreter for English will be almost very fast, within 24 hours, and if you are in a hurry, the translation can be completed urgently within an hour.
VALIDITY PERIOD OF CERTIFICATE OF IMPUNITY
It is especially necessary to emphasize that the certificate of impunity is valid for 6 months (although, as the clerk at the counter told me, it can be valid for only one day, if you make a mistake in the meantime and they record you in the criminal record).
It is interesting that embassies and foreign authorities treat the validity of the certificate of impunity (certificate from criminal records) differently, so I advise you to ask the embassies / foreign authorities how valid the certificate of impunity is (for some embassies it is valid only 2 months).
