Comments: Available but unreliable. Police records are not required for immigrant visa applicants because posts cannot verify them. Clean record certificates can be obtained in Iran or from Iranian Embassies and Consulates, and the physical appearance of the certificate changes significantly depending on which authority issued it.

At present, Iran requires 2 sets of ink and roll fingerprints from an RCMP accredited agency to process a request for a police certificate. If you have been requested to provide a police clearance from Iran, the first question is how and from where do you apply?
Currently, there are two options for where to apply, either through the Iranian office at the Embassy of Pakistan in Washington or directly through Iran.
Applying through Washington via mail?
The two sets of fingerprints must be sent to the Iranian office at the Embassy of Pakistan in Washington along with additional required documents specified in the vital records section of their website. Please refer to the link at the end of the article.
Applying through Iran?
The two fingerprint cards can also be submitted directly to Iran. However, currently there are additional requirements on preparing the fingerprint cards prior to submission:
A passport size photo must be attached to each fingerprint card and stapled once in the appropriate corner. Please have your two photos taken prior to getting your fingerprints taken, and bring them with you to be attached to your fingerprint form.
The RCMP accredited fingerprint agency address stamp must be affixed partly over the photo.
A “raised seal” must be affixed to each fingerprint card
The 2 sets of prints must then be inserted separately into two legal size envelopes, which are sealed across the top with an embossed seal.

That's the Iranian interest section in the U.S. It is not an embassy, it is Iran's office inside the Pakistani embassy in U.S. Anyway, they issue PC for Iranians living in the U.S. I sent them an email yesterday to see if they can issue PC for Iranians living in Canada, but haven't received any response yet.
I was just wondering if any Iranian living in Canada has ever been able to access basic consular services using this office.
Ok guys, luckily I got response from the Iran's Interest Section in Washington. I can get a PC from their office. For anyone with a similar problem, it sounds like Iranians in Canada can use this office for their consular needs.

You need to download and fill the required forms, and send them to their address with other documents that they need plus fees. All the information is on the website.
BTW, they haven't issued my PC yet they just sent me a letter saying it will take months. That letter is what you need to send to CIC. CIC doesn't need PC when you submit the initial application. At a later stage of the process of your CIC application, CIC will ask you for the PC; hopefully, by then, you have received your PC.

Beside, I found an easier way of getting a Iranian police certificate instead of going through the Iran's interest section in Pakistan embassy in the U.S. Your attorney should go to the "edareye sejele keyfari dadsaraye teheran" on enghelab street, the rest is straight forward and it takes only a day to get a PC! I should note that this only works if you had previously gotten a PC from police +10, I mean they should have your fingerprints and info in their system.

The person who goes there should have
- power of attorney to be able to act on your behalf
- either your birth certificate (Shenasname) or National ID Card (Karte Melli)
- his/her own ID
