Ask a representative (a friend, relative or colleague) in Yemen, with a power of attorney, to apply on your behalf at the Office of the Deputy General Director (see Special notes and considerations for complete address)

美国说办出来的不可靠，而且For security reasons, the US State Department warns all US Citizens against traveling to Yemen under the current circumstances.
Criminal background checks available from Yemeni Embassies and Missions Abroad.  These documents consist of a statement by a Yemeni embassy official that the person in question does not have a criminal record.
Comments: There does not appear to be a national database of criminal activity for Yemen. As there is no central database, these certificates are unreliable and are not required for Immigrant Visa processing.
