Police Records
Police certificates may be obtained by writing to the Director of CID, P.O. Box 2973, Kampala. Requests must contain correspondence explaining the need for the certificate, fingerprints taken at a police station, and photocopies of pages 1-5 and 61 of the passport. It takes approximately two weeks to obtain the certificate. Fee: Ush 50,000.

On May 17, Interpol launched online applications for the certificates which have eased the pressure.
However, the challenge of delayed issuance of certificate remains caused since applicants have to physically go to Kololo, to have theirs fingerprints taken and sent to the Forensic Laboratory for screening.
He, however, notes that they want to reduce the days from one week to at least two days or one.
The Certificate of Good Conduct costs sh76,000 excluding bank charges and the Police Clearance Certificate at sh23,000.
Ezra Mujabwami, the Acting Deputy Director ICT, revealed that the online application for a Certificate of Good Conduct will require an individual applicant to obtain an e-mail address for easy communication.

Step One: Visit the Uganda Police Force website on www.upf.go.ug and click on the Services tab and select Certificate of Good Conduct option OR type service.upf.go.ug/certificates in the browser.
Step Two: Register a new account or log in to your account. Make sure to consent to the different terms of usage and conditions. For new accounts, you will be required to confirm your email address.
Step Three: After logging in, the online portal will provide you with three (3) options of New Applicant, returning applicant, and an option to complete the application.

For Those Applying From Outside Uganda;

Then the applicant will have to send the original finger prints, scanned copy of the valid passport, scanned copy of the exit visa from Entebbe International Airport, an application letter addressed to Director INTERPOL and International Relations and a proof of payment e.g. copy of the payment receipt.

Open your browser and search for service.upf.go.ug/certificates. (This is the official link for acquiring certificate of good conduct and police clearance on the Uganda police website).
Log into your account (if you have one already). If you are new, then click on “Register New Account” and confirm with your email address.
Agree to the Terms and Conditions by clicking on the Agree option.
Check your email address and activate your account by clicking a link sent to you. The system will immediately grant you access.
Select a preferred option from the displayed menu; For instance, option 1 if you are a “New Applicant,” Option 2 for “Returning Applicant,” and option 3 “Complete the application.”
Enter all the required details correctly including the payment method. You can pay in cash (this will require you to print out a bank slip), using a debit/credit card, mobile money, and Cheque.
Pay UGX76,000 for the certificate of good conduct and UGX23,000 for the police clearance. If you want to acquire both certificates then you will need to pay UGX 99,000. Log in to your account then Tap on “Complete Application”. (If you fail to pay within two working days, your application will be canceled.)
Book and confirm Fingerprint capture appointment at the Interpol office. Do not forget to print out your payment receipts and application preview pages.
Appear at your scheduled appointment with; two passport size photos, two copies of your National ID or Passport, a copy of application preview, and a receipt printed from the system.
Note: The Certificate of Good Conduct or Police Clearance is valid for only six (6) months from the date of issuance.
